Peace and NonViolence Declaration: Council of the Amawtas and Sages of the Qullasuyu

We, the sons and daughters of the Pachama and Willka Wirajcocha, in the days anata pachakutisiwa, thirteen forces of the spirit of the dawn, from the land where the four forces of the spirit of the Kotamama or spirit of the Sacred Lake of Titikaka unite, 6 march 2009


From this place, from the heart itself of the Titikaka Lake, we ratify

our millenary principles, complementation, reciprocity and duality, and our fight for the right to the territory, Mother Nature, autonomy and free determination for the Native people; and we announce the continental resurgence of the Pachacutik (return of time), moving forth to make the Abya Yala a “land full of life”.

We have prepared to receive and face the challenges that the new times demand of us, and thus, we declare:

The Abya – Yala world (land of peace and harmony) is a complementary meeting space of four ecological layers that prepares for a time of dialog and reciprocal actions, it is giving to the other and receiving from the other, to accept and to give back (Ayni). After 516 years of oppression and domination, we are here, they have not been able to eliminate us. We have resisted the policies of invasion, destruction and looting, imposed to us through the exploitation of our natural resources causing serious social, economic and cultural impact to our native people's way of life, the rest of humanity and mother nature. Our People, headed by their Mallkus, Jilaqatas and Amawt'as, have maintained its political and social institutions, now we are proud to Manifest to the brother Nations of the world that in this New Pachakuti, the times ending with the Fifth Sun, the world of fear in which we live, the world of hate suffering and materialism that we are suffering, will disapear. On that day humanity will dissapear as the species that threatens to destroy the planet and will evolve to a harmonic integration with all the universe, understanding that everything is alive and conscious, that we are a part of the whole, and that we will rise in a new era of light.

A new era is beginning for all the nations of the world, the times of change of the Jacha Uru are arriving, “The Great Day has arrived”.

With our unitarian proposal for a Culture of Life, building sovereignty which rests on our identity and cosmovision, and participating democratically, we will emerge to build new nation states based on the native thought with the participation of the majority of the people. We continue strengthening our organizational processes and our fights until we are able to build the unity of the people of the Abya Yala and reconstruct the to Live Well (Vivir Bien)? which means to live in harmony among the people and nature; at the same time we offer the world the opportunity to accept and benefit from the values of our cultures. From our families, homes, communities, towns, we ourselves decide and set forth our destinies, we ourselves assume the will and responsibility to Live Well that has been the legacy of our ancestors, to irradiate from the most simple to the greatest and most complex, to build in a horizontal and plural way the diversity of the culture of life, and in this manner exercise the free determination or our people, even without the recognition of the Nations.

As Cultures of Life and Dialog it is our duty to support all the initiatives to obtain Peace and eliminate violence, moreover, according to our history and millenarian oral memory, the time has come to make a new pact among all the human beings of the planet to rebuild this world of pain and initiate a New Era of Light in harmony and equilibrium among all, as it is written in our temple of the “Chamajpachana” or “Temple Of the First Pact” today known as Templete Semisubterraneo (Semi-subterranean temple) the different heads of the different beings of the universe are recorded, the moment has come to make a new pact between all mankind and rebuilt the Universal Brotherhood in Peace and harmony.

The fight does not stop, the time to resist just for the sake of resisting is over, our time is here. Our path is to coordinate, articulate and communicate among ourselves in a permanent way and taking into account all our problems, needs and proposals. From this place we convoke the native people of the Qullasuyu, and of the Abya Yala and the world to support and participate in the World March for Peace and NonViolence which is the beginning of the Pachakuti.

Australia to support UN Indigenous rights declaration

Australia will next week officially back the United Nations Declaration on the
Rights of Indigenous Peoples, reversing the Howard Government's vote against it in
2007.

Indigenous Affairs Minister Jenny Macklin will make a statement on Australia's
change in position on April 3 at Parliament House in Canberra.

The decison to support the declaration, which was adopted by the UN General Assembly
in 2007, was part of the Rudd Government's election promises.

It also follows an unprecedented apology last year by Prime Minister Kevin Rudd to
the stolen generations.

Ms Macklin says supporting the declaration is an important step towards closing the
gap between Indigenous and non-Indigenous Australians.

"We want Indigenous Australians to be partners in efforts to close the gap. For this
to happen, we must recognise the unique place of Indigenous people in Australia,"
she said.

"In supporting the Declaration, Australia will join with many other countries to
show our respect for Indigenous people"

Australia was a key player in drafing the declaration in the 1980s and 90s but the
Howard government eventually chose to vote against it in 2007.

It was one of only four countries including the United States, Canada and New
Zealand to do so.

The declaration is not legally binding and the Government's statement to support it
could be reversed by the next
